The U.S. Department of Health & Human Services is issuing guidelines today for marketing to Medicare beneficiaries that it says will "clarify" policies on permissible advertising and giveaways. HHS Secretary Donna Shalala said the plan "will help guard against potential marketing abuses by managed care plans as they compete for Medicare customers." The guidelines are drawn with input from health plans, healthcare groups and Medicare beneficiaries, and will include restrictions on gifts.
