(June 20, 2001) -- Julian Lowin, 39, was named publisher of Red Herring today, filling a position that had been vacant at the flagging new-economy title since January. He replaces Ted Gramko. Mr. Lowin had previously been publisher of Fast Company before leaving in March. Red Herring, one of the poster children for the cratering of dot-com advertising, has seen its ad pages fall off 44.1% through May of this year. -- Jon Fine
