Int'l postal hike delayed

Magazine publishers have won a small victory in their continuing fight with the U.S. Postal Service over fast-rising rates. The Postal Service Board of Governors yesterday, in approving a set of rate increases for international mail, delayed by seven months the planned effective date of a 15% to 20% boost on international periodicals. While some other international rates will increase May 28, the periodical rate won't increase until January. Publishers' main concern is rate increases proposed for publications delivered in the U.S.
