Art Bilger, vice chairman of Akamai Technologies and former president-chief operating officer of New World Communications, and Kevin Wall, former vice chairman of iXL Enterprises, formed Shelter Ventures, an Internet business incubator and venture capital company. Shelter Ventures, based in Los Angeles, plans in particular, to work, with entertainment studios and international media conglomerates.
