Tuesday 67 congressmen petitioned Federal Trade Commission to re-review its 1994 decision that R.J. Reynolds Tobacco Co.'s Joe Camel advertising did not influence children and urged the FTC to ban Joe Camel advertising. Charging that the advertising does appeal to children--despite what the marketer intends--U.S. Rep. Tim Roemer (D., Ind.), said the request for a reevaluation was prompted by new studies and a change in the FTC membership. "Tobacco products are among the most heavily advertised products in the nation and I am concerned about the relationship between cigarette advertising and underage smoking," Rep. Roemer said. In 1994, FTC, in a 3 to 2 vote, decided not to take action on Joe Camel and said there was no proof that the advertising had an effect on kids smoking. RJR has denied any link.
