Judge bars Rochester, N.Y., ad ban

A U.S. District Court judge in Rochester, N.Y., issued a temporary restraining order barring the city of Rochester from enforcing a new ordinance that would bar outdoor advertising for tobacco products within 1,000 feet of a school and limit outdoor ads for tobacco in most other places to b&w text only. Outdoor advertising company Lamar Corp. challenged the ordinance.
