Judge turns down Perot

A federal judge on Tuesday turned down Ross Perot's bid to overturn a Presidential Debate Commission decision that he not be included in the presidential debates. Judge Thomas F. Hogan said he lacked the authority to order the commission to overturn its decision and suggested Mr. Perot and another third party candidate take up their challenges with the Federal Election Commission.

Mr. Perot's legal team said they will take their case to an appeals court in the hopes of being included in the first debate on Sunday in Hartford, Conn.
