Kowloon Wholesale Seafood Co., Santa Monica, Calif., netted its second client, and is believed to have doubled its billings with the win. The agency, The agency, which opened in 1997, was tapped by online insurance start-up eCoverage.com. The San Francisco-based Web venture will be officially announced Sept. 13, with print ads breaking in financial publications Sept. 14. TV and radio ads will follow next month. A spokeswoman declined to disclose the ad budget for the company. Kowloon President Dick Sittig said spending will be similar to that of his first client, Foodmaker's Jack in the Box, and brings Kowloon's total billings to some $120 million; that suggests the dot-com would have billings approaching $60 million. Kowloon had a one-year exclusivity clause in its contract with Jack in the Box that expired last year.
