Times Mirror Co.'s Los Angeles Times will start a California edition later this year. The move to expand distribution and coverage reflects both the state's rebounding economy and Publisher Mark Willes' intent to dramatically boost circulation. The paper had pared back distribution during the recession. Agency veteran James Helin, 55, is joining the Times as president of the new edition. Mr. Helin has been a management consultant since exiting in 1995 as managing director of D'Arcy Masius Benton & Bowles, Los Angeles.
