Civilization, an every-other-monthly started with a November/December issue, is published under a licensing agreement with the Library of Congress by L.O.C. Associates. According to editor Stephen G. Smith, Civilization will be available on newsstands, by subscription and through membership in the Library of Congress, with a rate base of 200,000. A color page is $16,000. Ray Sachs is publisher. `Stars Wars Galaxy'

Topps Co. is introducing Star Wars Galaxy in response to expected growth in the market for "Star Wars" items following director George Lucas' announcement of an upcoming second trilogy of movies, the first scheduled for release in 1998.
