Kristine Welker was named the first publisher of Hearst Magazines' teen spinoff, CosmoGirl, New York. Ms. Welker, former ad director at Meredith Corp.'s Ladies' Home Journal, will report to Cosmopolitan Senior VP-Publisher Donna Kalajian Lagani starting Oct. 4. CosmoGirl, first tested this summer, will publish 10 times next year.

Richard Kinsler, 57, to publisher, Times Mirror Magazines' Popular Science, New York, from exec VP-Publishing Group, Playboy Enterprises, and publisher of Playboy. The position has been open since May, when John Crawley left to pursue other interests.
