Heavy-duty truck marketer Navistar International, Chicago, in April kicks off the second media flight using ads that started appearing last fall and that marked its return to national network TV after a 12-year hiatus. Ogilvy & Mather, Chicago, handled. O&M isn't participating in Navistar's review of its $6 million account. There is no consultant. Presentations are in late March, with a decision due in early April. The contenders are Arnold Communications, Boston; Fallon
McElligott, Minneapolis; and Howard, Merrell & Partners, Raleigh, N.C.
