Redscope, a Web site development, e-commerce and Internet strategies division founded by integrated ad agency Coastal Group, New York, is opening a new technical center in Parsippany, N.J., to house the company's growing systems integration and Web site development business. Also, Redscope received $1 million from investors to launch its first round of venture capital. The company hopes to raise $10 million.

Wink Communications, an interactive TV provider, signed a licensing agreement with Rogers Cable, Canada's largest Multiple System Operator. Under the terms of the agreement, Rogers licensed the Wink Enhanced Broadcasting system and Wink Response Network. Rogers Cable will use Wink's interactive TV advertising applications to reach its 2 million customers.
