Start-up company qMGN (qmgn.com) launched desktop software called q, an application designed to improve a user's speed and mobility while surfing the Internet. The software is branded under a sponsor's logo. Autoweb.com and Kiplinger.com are launch sponsors.

OneMediaPlace and Vanguarde Media, publishers of urban related content, are setting up a site within OneMediaPlace's that will act as a portal for urban marketing opportunities and ad sales.

Rival Networks, which runs Rivals.com, a network of sports team and affinity channels, eliminated its in-house advertising sales staff in favor of a strategic partnership with Internet ad sales agency Phase2Media, Palo Alto, Calif., to handle Rival Networks' online advertising perations. Rival Networks laid off 12 sales people and closed its ad sales offices in New York, Chicago, San Francisco and Los Angeles.
