Excite@Home named David Weir VP-network programming, overseeing Excite Studios. Mr. Weir was formerly senior VP at Salon.com, the zine that recently laid off staff in a cost-cutting move.

Online community theglobe.com named Charles M. Peck its new CEO, effective Aug. 1. Mr. Peck is senior VP-marketing, product and organizational development at the American Institute of Certified Public Accountants. He succeeds co-founders Todd Krizelman and Stephan Paternot, who remain co-vice chairmen. Theglobe is struggling to revive its stock, which was recently trading around $2, down from its 52-week high of $17.69.

AdKnowledge, a division of CMGI-backed online advertising company Engage, released AdKnowledge Optimization Services, an outsourced campaign management service designed to maximize return-on-investment ad buys for marketers and advertising agencies.
