NYC mayor delays tobacco ad curbs

New York City Mayor Rudolph Giuliani withheld his signature from a city ordinance that would severely restrict outdoor advertising for tobacco products. The mayor said he would wait for a review of the legality of some of the measure's provisions by the city's corporation council. Mr. Giuliani said he anticipates supporting some form of tobacco advertising restrictions, but said he feared the bill in its present form might not survive a First Amendment court challenge.
