Procter & Gamble Co., Cincinnati, and Institutional Venture Partners, Menlo Park, Calif., are creating reflect.com, a standalone beauty products site, with combined funding of $50 million. The site will offer more than 50,000 "personalized," reflect.com-branded beauty products, picked and packaged based on a questionnaire women answer. Reflect.com will launch before the 1999 holiday season.

Entrepreneur.com, the Irvine, Calif.-based online unit of Entrepreneur magazine, to Suissa Miller, Los Angeles, as first agency for its estimated $15 million account.

Online marketers Gobi.com and Media & Beyond, both New York, to Gillespie, Lawrenceville, N.J., for launch campaigns. Combined spending is $15 million.

Fashionmall.com, New York, a fashion shopping portal, to Balet & Albert as first agency for its $8 million campaign.

Petsmart.com this week breaks national TV spots for the online pet supply store, via Publicis, Seattle.

141 Interactive, New York, a division of Cordiant's 141 Integrated Communications, on Sept. 15 will launch an e-commerce site (www.lanac.com) for Lanac, a tabletop and giftware retailer. The launch will be promoted through online advertising.
