Webvan Group, Foster City, Calif., narrowed its review to San Francisco agencies Publicis & Hal Riney, Saatchi & Saatchi and Y&R Advertising. Spending could top $50 million. Webvan parted with Gardner, Geary, Coll & Young this summer.

Internet sites Quokka.com, an online sport venue, and livemusicchannel.com awarded media planning and buying to Horizon Media, New York. Horizon will handle online and traditional advertising. It's the first agency to handle livemusicchannel.com; Quokka.com previously used Canada-based Raven Media Consulting.

Webstakes.com, New York, an online sweepstakes promotions company, named Heater Advertising, Boston, its first agency of record.

Marty Levin to exec VP-sales and marketing, AdRelevance, a new post at the Seattle-based online ad tracking service, from senior VP-advertising business development, Rivals.com. Mr. Levin earlier was a longtime executive with Microsoft Corp. and J. Walter Thompson USA. Also: Charles Buchwalter to the new post of VP-media research, from senior director of marketing and business development, Attachmate Corp., a Bellevue, Wash., software marketer.
