Other short-listed agencies which did not make the cut included The Communique Group, Montana Steele Advertising, Scott Thornley & Associates, all of Toronto, and Weaver, Tanner & Miller of Kitchener, Ontario.

The public relations agencies who received a nod from the Ontario government include: The Enterprise Canada Group, Environics Communications, Goodman Communications, Howe & Company and OEB International/ Worldcom, all of Toronto. Other short- listed agencies who did not make it through to the roster were Manifest Communications, McManus Elliott and Temple Scott & Associates, all of Toronto.

The Ontario government decided to appoint a pool of ad and public relations agencies because it wanted to cut down the time spent putting every piece of business out to tender.
