J.C. Penney Co., Plano, Texas, this summer moves to build its relationship with teen-age girls with the publication of a quarterly magazine covering beauty and fashion trends. The magazine, to be distributed free at Penney's stores and tentatively titled Noise
, will be full color and have 84 pages, 35% advertising primarily from Penney and its vendors. Future plans might include direct mail.
