Kent C. Nelson, chairman-CEO of United Parcel Service, Atlanta, has resigned. His successor is expected to be Jim Kelly, currently exec VP-chief operating officer. Mr. Nelson will remain on the UPS board.

Lou LaTorre to president-chief operating officer, New World Sales & Marketing, New York, from VP-marketing. He succeeds Farrell Reynolds, now CEO of parent New World Broadcast Group.

Scott Franks, 43, to chief operating officer, Tierney & Partners, Philadelphia, a new post, from general manager, Earle Palmer Brown. Steve Albertini, 45, succeeds Mr. Franks at EPB, from a partner.

Richard R. Goodmanson to exec VP-chief operating officer, America West Airlines, Phoenix, from senior VP-operations, Frito-Lay.

Kenneth R. Williams, 53, to exec VP, Foodmaker Inc., San Diego, Calif., from senior VP. He retains his post as exec VP-marketing and operations for Foodmaker's Jack in the Box restaurants.
