Steve Simpson, 36, to partner, Goodby, Silverstein & Partners, San Francisco, from associate creative director. Aside from founders Jeff Goodby and Rich Silverstein, Mr. Simpson is the first creative to be made a partner. He will continue to head creative on the Pacific Bell account along with Steve Luker, who was promoted to creative director from associate creative director.
