Andy Fenning to chief learning officer, J. Walter Thompson Co., New York, a new post responsible for developing talent throughout the network. He was previously exec VP-worldwide director of strategic development.

Rick Britton to president of Arnold Communications' McLean and Richmond, Va., offices as part of a move to consolidate the two operations. Mr. Britton had headed up the Arnold Agency, Richmond, since 1997 and takes over for the retiring Pete Hanley with the addition of McLean duties. Administrative functions and senior management for the two offices will be concentrated in McLean.
