Perot to file complaint

Reform Party presidential candidate Ross Perot is expected to file a complaint with the Federal communications Commission claiming that the TV networks are failing to follow federal election laws by refusing to make available the half-hour of TV time he wants. Mr. Perot has also been trying to buy time this week to run 30-second ads criticizing a decision from the Commission on Presidential Debates to exclude him from the debates.
