A new formula that would reset the rates Senate and congressional candidates will pay for TV ad time is part of talks between the White House, Sen. John McCain (R., Ariz.) and broadcasters. The new TV ad price plan would be part of an overall reform of campaign finance laws. The final proposal is expected to set much lower TV time rates for candidates who agree to be bound by campaign reform finance limits than for those who don't agree.
