After staging a rally in March and April, commercials production entered the summer doldrums early, falling to February levels in May. The Creativity Production Index-the average number of spots produced by a sample of agency offices-slumped to 9.7 in May, down five points from the previous month and down from a year ago. Through the first five months of the year, the CPI has fallen off last year's pace by 6 percent.
