OLDS PICKS FRANKEL IN BID TO REACH YOUNGER BUYERS

General Motors' Oldsmobile division named Frankel & Co., Chicago, to

handle promotions, direct mail, merchandising and dealer retail programs. Billings weren't revealed. Frankel's first job will be to help launch, via a national promotions program, new Olds vehicles in the second quarter. The three vehicles are crucial to Olds' plan to attract younger customers. Frankel hopes to open a Detroit area office later this year. VP Rex Smith, formerly a senior VP at Ross Roy Communications, Bloomfield Hills, Mich., will run the Olds account.

MARTIN TAKES LEVI'S LEADERSHIP AT FCB

Peter R.V. Martin, 38, was named exec VP-worldwide account director on the Levi Strauss & Co. business at Foote, Cone & Belding, San Francisco. He had been senior partner-executive group director at Ogilvy & Mather, New York, where he had run a number of pieces of Ogilvy's IBM business. FCB's top account management position on Levi's has been vacant since last summer.

NBC'S `SCHINDLER' AIRING DRAWS 65 MILLION VIEWERS

The broadcast of "Schindler's List" on NBC drew more than 65 million viewers for NBC-TV and sole sponsor Ford Motor Co. on Feb. 23. Observers believe such airings, in which Ford bookended commercials at the beginning and conclusion of the Steven Spielberg film, could become more attractive for sponsors interested in serious Sunday night fare. It also was network television's first TV-M-rated programming.

GM EXPANDING WEB PR IVACY FOR CONSUMERS

General Motors Corp. is working with MediaLab to add more consumer control to GM's proprietary Web Ad Server the two already developed. Cybersurfers will be able to decide whether they want to reveal more information about themselves, delete certain data or nix "cookie" technology that lets GM track which sites the user visits. GM uses the server to count visits to sites on which it advertises.

OCEAN SPRAY SIGNS CHEVY CHASE

Ocean Spray Cranberries said it signed actor Chevy Chase to star in commercials in its "It's Your Zing" campaign breaking nationally March 3. Campbell Mithun Esty, Minneapolis, handles.

CRAIN DEBUTING WEEKLY `INVESTMENTNEWS'

Crain Communications Inc. is introducing InvestmentNews, a weekly for the investment advisory and financial planning marketplace. InvestmentNews will begin publication on Sept. 8. Two preview issues will be published this summer. The New York-based publication will have a circulation of 60,000. Publisher is Bill Bisson; it will be overseen by management of Pensions &*Investments, another publication of Crain, which also publishes Advertising Age.

Daewoo car line review down to 4 shops

Daewoo Motors, Compton, Calif., preparing for a September U.S. launch of its South Korean car line, named four finalists on its estimated $10 million Western region account: Butler, Shine & Stern, Sausalito, Calif.; Ground Zero, Santa Monica; Lambesis, Del Mar; and Odiorne Wilde Narraway Groome, San Francisco.

MARKET FACTS EYES INT'L EXPANSION

Market researcher Market Facts, reporting that 1996 revenue climbed 30% to a record $83.8 million, said it intends to continue its international expansion. The company said it hopes to create a western European consumer mail panel through affiliation with companies in the U.K. and Germany.

HOLIDAY INN, ESPN,'"SPORTING NE WS' LINK

Holiday Inn Worldwide and ESPN have created a marketing partnership involving ESPN properties, all Holiday Inns and The Sporting News. It includes a 24-page, color "ESPN Ticket & Sports Guide" presented by HI that will contain ticket and stadium information for pro baseball, football, hockey and basketball, along with information on Holiday Inns in the U.S. and Canada. Copies will be inserted in issues of The Sporting News.

WARNER, TURNER UNITS BOOST HICKS, GUTTMAN

Warner Bros. Consumer Products named Russell Hicks VP-marketing for Cartoon Network, and Turner Properties promoted to VP Brenda Guttman, its director of creative services. Mr. Hicks, previously VP-general manager, Orbit City Art Co., will oversee strategic marketing planning for the properties.

`AFFORDABLE' WINE MAGAZINE LAUNCHED

Smart Wine, which claims to be the first publication to cover affordable wines, is mailing 100,000 copies of its inaugural edition this month. Regular monthly publication begins with the April issue. It is published by SmartWired.
