Riester-Robb, Phoenix, won California's $10 million recycling campaign. The agency, which opened a California outpost in Berkeley in April, orginally won the business in October. However, after one of the competing agencies protested that Riester-Robb's satellite was not equipped to handle the campaign, California then rebid the contract, said agency President-CEO Tim Riester. Mr. Riester was notified of the decision Nov. 13; the first campaign is expected to launch in January.
