Sen. Hatch readies new tobacco plan

A new bi-partisan comprehensive tobacco control bill will be filed in the Senate next week by Sen. Orin Hatch (R., Utah), who said it will differ from the pact negotiated by tobacco marketers and state attorneys general by calling for licensing tobacco makers, higher price hikes, a new allocation of penalties to be paid by the tobacco industry and possibly the banning of certain kinds of tobacco advertising and marketing. A First Amendment fight is likely if Congress tries to impose the new restrictions by law over industry objections.
