The Los Angeles Department of Water & Power narrowed the review on its $5 million to $7 million account to four agencies: Campbell-Ewald, Los Angeles; Leap Partnership and Rubin Postaer & Associates, Santa Monica, Calif.; and Saatchi & Saatchi/Pacific, Torrance. Fotouhi Alonso Cameron, Los Angeles, is incumbent.
