Symantec, Cupertino, Calif., confirmed three agencies are participating in the review for its estimated $15 million to $20 million consumer business. Freeman, Boston and San Francisco. Media duties also may be reassessed, according to a Symantec spokeswoman. Symantec's total ad budget is $40 million to $50 million.
