Southern New England Telecommunications, New Haven, Conn., named Gotham and Publicis, both New York, and North Castle Partners, Stamford, as finalists for its estimated $15 million creative account. Creative incumbents are Connecticut shops Decker, Glastonbury, Keiler & Co., Farmington; Marquardt & Roche/Meditz & Hackett, Stamford; and North Castle. Media Inc., New York, handles media planning and buying, which are not up for review.
