Times in U.K. holding review

Rupert Murdoch's Times Newspapers is reviewing its $11 million business for The Times and Sunday Times, London. Finalists are Lowe Howard Spink, Publicis, Rainey Kelly Campbell Roalfe, WCRS and incumbent Arc Advertising, all London. A decision is expected by late October. Meanwhile, the Guardian Newspapers' Sunday newspaper The Observer, named Chiat/Day London for its estimated $3 million account after a pitch against incumbent Leagas Delaney, Ogilvy & Mather and TBWA. Leagas retains the ad business for The Observer's sister daily newspaper The Guardian.
