Tiny telco offers free Net access

Little-known company j3 Communications is offering free Internet access to any consumer that signs up for long-distance service from the Dover, Del.-based telecommunications provider. Consumers can go to j3's Web site and provide a credit card number for a $25 activation fee to download the Internet software.
