Rebate really doesn't equal rebound. Few consumers who have already received their $300 to $600 tax rebate checks have spent them on additional purchases that would spur the economy. More than half either cleared off debt or saved the money for rainy days expected in the second half of 2001.

How consumers are using rebate money:

Buy items that wouldn't have been bought otherwise 11%
