WebTV Networks launched its first TV campaign Dec. 5 in the top 10 markets, with two 30-second spots promoting its Internet service. The service runs on TV set-top boxes made by Philips Electronics and Sony Electronics. TV and acco mpanying radio, airing through the holidays, are estimated to account for more than half of WebTV's $12 million to $13 million launch effort, with print that broke in October rounding out the campaign.
