LONDON -- Western International Media Europe has appointed Don Sperring to the new position of chief operating officer, effective immediately.

Mr. Sperring, the former managing director of Young & Rubicam, London, and media director of Y&R Europe, has been working as a consultant with Western for the past 18 months. His appointment makes that role official, says a Western spokeswoman.

His brief is to work with European Chief Executive Anders Liljeblad - to whom he reports - in building the Western network across Europe. Western has set up in the U.K., France, Switzerland and Scandinavia and plans to open offices in Spain and Germany in the next few weeks.

Western was set up in December 1996 as a joint operation between Interpublic Group of Cos.-owned the Lowe Group, London, Paris-based Initiative Media and Western International Media, New York. Its aim is to give Western a conduit into Europe for its clients, provide Initiative with a second network to handle conflicting accounts and access to new business, and bring Lowe a fast track to transcontinental media operations.
