The Clinton administration paper on Internet commerce policy to be unveiled July 1 is expected to urge that advertising rules of the country of origin govern Web site content and say that while privacy safeguards may be necessary to protect children "particularly vulnerable to advertising," governments should take a hand only if attempts to handle the problems voluntarily through education and technology fail to work quickly enough.
