WinStar Communications, New York, is reviewing agencies for its estimated at $15 to $20 million account. The telco wants to take a fresh look at agencies as part of a new look introduced Oct. 10 with a campaign from incumbent Trone Advertising, Greensboro, N.C., a company spokesman said. Trone was invited to the review, but President-CEO James Feeney said his agency declined to participate. Pile & Co., Boston, is handling the review, which should wrap up in the first quarter.
