Mr. Garcia becomes president, effective today. He had been director of global business development at Publicis Groupe's Chemistri, also in Troy. The agency, which had been D'Arcy Masius Benton & Bowles, Detroit, handles Publicis' General Motors Corp. account.
Mr. Vogel, 57, joined the Omnicom Group agency in December 2000 from Interpublic Group of Cos.' Foote Cone & Belding Worldwide. He said he had planned to stay for three years and would remain until a replacement had been found. At the time, DaimlerChrysler awarded BBDO the Chrysler Group ad account, which included Dodge, Chrysler and Jeep.
Mr. Vogel said his three-year contract was up and that he is retiring because "I want to do something else."
Mr. Garcia had been at Chemestri since 1999 and relaunched GM's Cadillac brand. He was previously at Publicis' Saatchi & Saatchi, Los Angles, working on Toyota. He has marketed several other car brands in the U.S. and around the world.
In addition, Pete Swiecicki, 45, the agency's chief financial officer, has been promoted to chief operating officer.
None of the Troy executives could be reached for comment.
