Gerry Frascione, 45, to president-CEO, Omnicom unit BBDO Worldwide's BBDO Canada, Toronto. Mr. Frascione was previously president-CEO at Wolf Group Canada. He replaces Mike Fyshe, who left the company.

Matt Diebel, 45, to editor, Time Inc.'s People.com, New York, from deputy editor, Time.com.

Jean Mortier to senior VP-international, Unilever Cosmetics International, New York, from senior VP-Europe.

Hans Logie, 39, to senior VP-director of media operations, Interpublic Group of Cos.' GMO/Hill, Holliday, San Francisco, from VP-media operations. He replaces Camille Johnson, 55, who retired.

Stacia J. Tackie to senior director-marketing and research, Black Enterprise magazine, from market research director.

Geoffrey De Weaver, 37, to exec VP-general manager, Havas Advertising's Brann Worldwide, San Francisco. Mr. De Weaver, previously managing director of Omincom-owned Direct Partners, San Francisco, succeeds T.J. Scott, 45, who last week was named vice chairman-chief marketing officer of Brann.
