Mr. Muliz will oversee strategic planning for the independent Hispanic agency and its subsidiaries Cartel Marketing & Public Relations, San Antonio, and Cartel Contacto, New York.

"The fundamental drive of the the Cartel is to be the hub of cutting-edge learning on the subject of Latino marketing and culture."
The agency's clients include J.C. Penney Co., Labatt USA, Tecate Beer, U.S. Army, Brinker International's Chili's Grill & Bar, and Girl Scouts of the USA.
Mr. Muliz was earlier senior vice president-client services director at Uno Com, Dallas, and account services director for Bcom3 Group's Leo Burnett, Puerto Rico.
