Don Baer, a former senior executive at Discovery Communications and member of Bill Clinton's White House staff, became chairman of market-research consultancy Penn, Schoen and Berland and vice chairman of public-relations firm Burson-Marsteller. Both organizations are based in Washington.

WPP Group's MediaCom, New York, appointed William Ratcliffe global head of consumer insights and receptivity. He has spent the past 13 years as president of Millward Brown Canada.

Randy Sands was boosted to exec VP of the financial-services-practice group at Weber Shandwick, Bloomington, Minn. Mr. Sands has been with the Interpublic Group of Cos. shop since 1999 and recently led the firm's push to win the U.S. Census Bureau account.

Geoff Cottrill, formerly VP-global entertainment at Starbucks, was named chief marketing officer at Converse, North Andover, Mass.
