officer at International Specialist Communications, steps into the new role at Red Cell, where he will join CEO Andy Berlin in running the agency.

Mr. Berlin was named sole CEO of Red Cell following the departure last week of Lee Daley. Mr. Berlin is also chairman of New York-based agency Berlin Cameron/Red Cell. Mr. Mellman, 38, will be based in London.

While at International Specialist Communications, which is an operating unit within WPP, Mr. Mellman oversaw a number of smaller agencies with specialized marketing capabilities, such as Gepetto Group, New York, which handles demographic marketing.
