Robert Campbell, 45, to the new role of vice chairman of WPP Group's Y&R Advertising for Europe, the Middle East and Africa. He keeps his previous job as joint executive creative director of Rainey Kelly Campbell Roalfe/Y&R in London. The regional role is creative, too, and includes developing a system that raises creative standards around the region. It also helps retain Mr. Campbell, as speculation grows about what co-CEO M.T. Rainey and the other former Rainey Kelly Campbell Roalfe partners will do after their earn-out from WPP's acquisition in 1999 of their London agency ends in September 2003.

Richard Hytner rejoins Publicis Groupe as Europe, Middle East and North Africa regional CEO and chairman of Saatchi & Saatchi, based in London. Mr. Hytner was chief executive of Publicis Worldwide's London office but left to get an M.B.A. at the London Business School.
