Chris Leong to head of mobile-phone-marketing operations, China, at Nokia Corp., Beijing, starting Nov. 28, from president, Singapore, and president, marketing, Southeast Asia for Grey Global Group, Singapore. Nirvik Singh, Grey's chairman, South Asia and president, Southeast Asia, will add Grey's Singapore operations to his existing duties until Ms. Leong's successor is named. At Nokia, Ms. Leong succeeds Maurice Tan, who joined Goodyear as VP-marketing, Asia/Pacific, Shanghai.

Raymond So has resigned as chairman, Asia/Pacific at BBDO Worldwide, Taipei. His successor has not been named.

Charles Fraenkl, 47, to general manager, AOL Germany, from director-technology development at Vodafone, Dusseldorf. He succeeds Stan Laurent, who moves to chief operating officer, AOL Europe, London.

Kanchana Vatcharasurakul to general manager, Bates Asia, Bangkok, Thailand, from senior marketing director, Media of Medias, the contents development subsidiary of Channel 7, Thailand's largest TV station. She succeeds Vivienne Huang.
