Cox Communications was found to be throttling its subscribers’ file-sharing transfers in a study by Germany’s Max Planck Institute for Software Systems, says Silicon Alley Insider, citing an Associated Press report. More than 50% of Cox subscribers who participated in the study had connections blocked, the report said. By comparison, Comcast, which was previously charged with BitTorrent throttling, blocked file transfers of 62% of study participants.
