Shanghai families with young children spend 23.6% of total income on kids' education, a far high ratio than the 10% spent in the U.S. and Canada, according to Shanghai's Women's Union and Shanghai's Academy of Social Sciences. But among China's 480 million rural laborers, 80% only received primary education or below.
