Mr. Shen will work with the agency's chairman-CEO, Kitty Lun, and exec creative director, Ng Tian It.
"We have always wanted to build an all-Chinese leadership team in China and now our mission is completed. In this difficult time, we will need all the thought leadership to help our clients to communicate and spend smartly, and be relevant to the local consumers," said Ms. Lun.
Ms. Lun was recruited by Lowe in September 2006 to move its Shanghai-based operation in China beyond a troubled past with a difficult joint venture partner. Mr. Ng was hired one year later. Lowe works with advertisers in China such as Johnson & Johnson, Unilever and China Mobile.
Previously, Mr. Shen was national planning director, China at Leo Burnett, also based in Shanghai. He joined the Publicis Groupe agency in 1998. In China, he has handled brand strategy and communications for marketers such as Procter & Gamble Co., Coca-Cola Co., Hewlett-Packard, Bass International, Ping An Insurance, Motorola Corp., McDonald's Corp., Fiat Auto, H. J. Heinz Co., Sony Corp., Li Ning Co. and China Mobile.
