The rocky recovery continues for the uncertain production business, as executive producers complain that workflow is fluctuating wildly on a weekly basis. In April, the Creativity Production Index - the average number of spots produced by a sample of agency offices - crested to its highest level since November 2000 before heading down again in May, dashing hopes that a recovery with real traction was at hand. Many agencies, however, report that this summer will be a busy one, a fact supported by unexpectedly strong upfront advertising sales for the fall television season. Stay the course.
